CONTEXT 
Biographical History  

Whitaker was born in County Down in 1916 and was educated in CBS Drogheda. He graduated with a BA in mathematics, economics and Celtic studies and was later awarded a MScEcon from London University. He sat the Civil Service examinations in 1934 and received first place for the position of clerical officer. In 1935 he successfully applied for the position of executive officer, in 1937 was made assistant inspector of taxes, and in 1938 he became administrative officer in the Department of Finance. In 1943 he gained the position of assistant principal and by 1947 he had achieved the position of principal. In 1955, at the very young age of 39, he was appointed Secretary to the Department of Finance. His career as a distinguished civil servant flourished and he was instrumental in shaping Irish economic policies in the late 1950s and 1960s. The publication in 1958 of Whitaker's Economic Development, known as 'the grey book', is widely accepted as a landmark in Irish economic history. In 1965, Whitaker attended the historic meeting of An Taoiseach, Seán Lemass and the Northern Prime Minister, Capt. Terence O'Neill in Stormont. He retired from the Department of Finance in 1969.

File entitled 'Northern Ireland Letters and Memos 1965Sept 1969', containing memoranda, drafts of speeches, letters and other documents created by T.K. Whitaker, pertaining to Northern Ireland. Includes reports on meetings held by Taoisigh, Seán Lemass and Jack Lynch and the Northern Prime Minister, Capt. Terence O'Neill, in both Dublin and Stormont, to discuss cross-border relations and economic improvements. Also includes drafts of statements concerning the Civil Rights movement and the escalation of the Troubles in 1969, as well as a document created by Whitaker entitled 'The Constitutional Position of Northern Ireland in IV parts', which analyses the historical development of the situation in Northern Ireland, the pro-partition view, the anti-partition view, and possible reconciliation between North and South. (219pp)

Copies of memoranda and correspondence from Department of Finance archives relating to the general question of economic protectionism; Finance proposals to move from high tariff protection; the possibility of Ireland joining the European Free Trade Association of the Outer Seven and the implications for Irish industry; and proposals for improved economic relations with Great Britain. Includes Finance memoranda, commentary from other departments, mainly Industry and Commerce; and correspondence between T.K. Whitaker, secretary general, Finance; J.C.B. MacCarthy, secretary general, Industry and Commerce; M. Ó Muimhneacháin, secretary general, Department of the Taoiseach; Con C. Cremin, secretary general, External Affairs; and J.J.
