Biography:
| Petra Ahrweiler is Professor of Technology and Innovation Management at the UCD Michael Smurfit School of Business, Founding Director of UCD´s Innovation Research Unit IRU. She studied Social Sciences at the University of Hamburg finishing with her Ph.D. in the area of Science and Technology Studies at the Free University Berlin. Since her habilitation thesis at the University of Bielefeld on innovation dynamics in knowledge societies she worked as a Heisenberg Fellow of the Deutsche Forschungsgemeinschaft DFG and as a Professor at the Social Sciences Department Social Sciences, University of Hamburg in Germany, before coming to UCD in 2007. Petra Ahrweiler has long experience as principal investigator of international projects on research and innovation networks, e.g. the EU projects on Simulating Self-Organizing Innovation Networks (SEIN), on Network Models, Governance, and R&D Collaboration Networks (NEMO), or on Managing Emerging Technologies for Economic Impact (ManETEI). She holds various research awards and is a member of a number of advisory boards of technology policy and social aspects of new technologies in both governmental and academic organisations such as DG INFSO of the European Commission. Principal Investigator for the following Research Projects:
1. FP7 Coordination and Support Action 'Building a global, multidisciplinary digital governance and policy modelling research and practice community' (EGovPoliNET) September 2011 - December 2012, UCD funding: 50.000 EUR, (Coordinator: University of Koblenz, Germany) Abstract eGovPoliNet sets up an international community in ICT solutions for governance and policy modelling. The international community of researchers and practitioners will share and advance research and insights from practical cases around the world. To achieve this, eGovPoliNet will build on experiences accumulated by leading actors bringing together the innovative knowledge of the field. Capabilities, tools and methods brought forward by academia, ICT industry, highly specialised policy consulting firms, and policy operators and governance experts from governments will be investigated and collected in an international knowledge base. Comparative analyses and descriptions of cases, tools and scientific approaches will complement this knowledge base. Therewith, the currently existing fragmentation across disciplines will be overcome. Functions of eGovPoliNet towards community building, RTD monitoring and comparative analysis will mainly be conducted in an internet-based participatory manner, complemented with regular physical meetings attached to conferences. Community building of experts from academia, industry and public organizations, and other interested stakeholders will be supported by a community portal for knowledge sharing, collaboration, dissemination, and multidisciplinary constituency building in an open environment. eGovPoliNet expertise covers a wide range of aspects for social and professional networking and multidisciplinary constituency building along the axes of technology, participative processes, governance, policy modelling, social simulation and visualisation. Regular physical and virtual meetings with off- and online discussions and comparative studies will contribute to capacity building of the community. Through sharing of approaches and exposing them to the community¿s discussions, eGovPoliNet will advance the way research, development and practice is performed worldwide in using ICT solutions for governance and policy modelling. 2. FP7 Marie Curie ITN ManETEI (Managing emerging Technologies for economic Impact) February 2010 - January 2014 UCD funding: 450.000 EUR (coordinator: University of Leeds, UK; http://lubswww.leeds.ac.uk/manetei/) Two PhD studies nanotech innovation networks and renewable energy technology networks. Abstract This project offers a research-led training programme to create a rigorous collaborative research agenda, centred on the multifaceted phenomenon of managing emergent technologies, and to integrate this with an additional focus on advanced capacity building and career development that will benefit early-career researchers. The Network's collaborative research centres on: 1) investigating the complex nature of managing the development of emerging technologies, through integrating different conceptual perspectives at different levels of analysis and multiple methodological approaches; 2) exploring the development of capabilities for integrating the dispersed knowledge that enables different actors within technology innovation systems to increase their innovativeness and sustain their competitiveness; and 3) capturing the detailed contributions of knowledgeable agents that shape the emerging technology progress through their engagement with the strategic, institutional and social contexts of technological innovation. The network brings together the expertise of leading European research-led business schools, Europe¿s biggest contract research organisation and industrial players to shed light on this complex challenge. Its unique inter-institutional mix will facilitate scientific synergy and continuous engagement between knowledge producers to increase scholarly, policy and practice impact. This project will adopt multidisciplinary approaches to bridge the divide between social science theory and understanding the practice of technology and natural sciences. 3. FP7 Coordination and Support Action 'Preparing a Flagship Initiative for the European Commission' (FuturICT) May 2011 - April 2012 UCD funding: devolved budget (Coordinator: University College London, UK) Abstract This CSA is there to prepare the FuturICT flagship proposal. The FuturICT flagship proposal intends to unify the best scientists in Europe in a 10 year 1 billion EUR program to explore social life on earth and everything it relates to. The FuturICT flagship proposal will produce historic breakthroughs and provide powerful new ways to manage challenges that make the modern world so difficult to predict, including the financial crisis. The ultimate goal of the FuturICT flagship project is to understand and manage complex, global, socially interactive systems, with a focus on sustainability and resilience. Revealing the hidden laws and processes underlying societies probably constitutes the most pressing scientific grand challenge of our century and is equally important for the development of novel robust, trustworthy and adaptive information and communication technologies (ICT), based on socially inspired paradigms.The project believes that integrating ICT, Complexity Science and the Social Sciences will create a paradigm shift, facilitating a symbiotic co-evolution of ICT and society. Data from our complex globe-spanning ICT system will be leveraged to develop models of techno-socio-economic systems. In turn, insights from these models will inform the development of a new generation of socially adaptive, self-organised ICT systems. FuturICT as a whole will act as a Knowledge Accelerator, turning massive data into knowledge and technological progress. In this way, FuturICT will create the scientific methods and ICT platforms needed to address planetary-scale challenges and opportunities in the 21st century. Specifically, FuturICT will build a sophisticated simulation, visualisation and participation platform, called the Living Earth Simulator. This platform will power Crisis Observatories, to detect and mitigate crises, and Participatory Platforms, to support the decision-making of policy-makers, business people and citizens, and to facilitate a better social, economic and political participation. 4. INTERREG NWE project OIP (The Open Innovation Project) January 2010 - December 2014 UCD funding: 140.000 EUR (coordinator: Edinburgh City Council, UK; http://www.nweurope.eu/index.php?act=project_detail&id=4040) Abstract IOIT will promote a cultural and operational shift from a ¿closed¿ innovation model to an 'open' and 'connected' model. In doing so identify and encourage the crucial role that transnational collaboration and partnering now needs to play to maximise European level synergies and development potential within the knowledge economy. EU tender project (DG INFSO) Using Network Analysis to monitor and track Effects resulting from Changes in Policy Intervention and Instruments December 2010 - February 2012 UCD funding: 150.000 EUR (Coordinator: IRU/UCD; http://ec.europa.eu/dgs/information_society/evaluation/studies/2010/index_smart25_en.htm) Abstract Informed by FP6 and FP7 datasets on EU-funded ICT R&D networks, IRU will apply and further develop methods from network analysis and agent-based simulation to understand and manage the relation between research funding and realising the different goals of EU policy programmes. IRU¿s innovative contribution will be to develop computational designs for a DG INFSO´ R&D policy laboratory in silico in order to inform policymakers about optimal network structures for ICT research and innovation. Our study will provide insights for the ex-post evaluation of FP7 and for the impact assessment / ex-ante evaluation of FP8. IPSE (Innovation Policy Simulation for the Smart Economy) Programme for Research in Third-Level Institutions, Irish Government March 2011 - February 2015 UCD funding: 1,15 mill. EUR (Coordinator: IRU/UCD; http://www.ucd.ie/news/2010/07JUL10/160710_prtli.html) Abstract This proposal outlines a framework of cutting-edge research on the needs of the Irish economy to breed an innovation ecosystem with optimally structured university-industry-government networks. We will use computational modelling, informed by large new datasets coming from empirical research within the proposed project, to investigate the actors, designs, processes and policies of Irish innovation networks. In our Computational Policy Lab, we will develop and test optimising strategies for Irish innovation networks, and work on options for anticipating and analysing new developments to help the recovery of the economy. Building on research in traditional fields already firmly present in Ireland (e.g. tax, healthcare, financial services, management, industry R&D, policy research), new problem fields for the Irish Smart Economy (e.g. green economy, public sector innovation, adaptive policy networks) will be tackled using our novel methodological framework, which is just emerging as an international research trend: a 'hard science' approach to innovation research concerned with scenario modelling, simulation and computational network analyses, with the option of bringing in mathematics (for rigorous controlled computation) and large-scale empirical analyses (for realistic simulation). 7. Strand 2 PhD programme SimSci (Simulation Sciences) Programme for Research in Third-Level Institutions, Irish Government March 2011 - February 2015 PhD study on 'Computational Chase of economic Returns for R&D Investment' Abstract Policymakers have identified innovation as one of the most important policy targets for dealing with challenges such as the current economic and financial crisis. The role of innovation for modern economies is immediately obvious looking at income distributions and the share of knowledge-intensive industries in different world regions: the correlation is significant ¿ high-tech regions match with high-income regions. The extensive evidence for this correlation is since long monitored and documented by international and national institutions in much detail. However, these analyses mostly provide evidence in using correlations from econometric data. They do not tell much about causal chains and mechanisms, about the traceable line from investment to result. Empirical evidence proving a direct and immediate profitability of R&D investment is scarce. Especially in a time of diminished public resources and difficult capital markets, this is not acceptable. The strong need for justifying public and private investments produces a tendency in innovation policy, business management and public discourse to expect that the current investments in R&D, higher education institutions, science-industry networks etc. will immediately produce a flow of products and processes with high commercial returns. The requirement is to see value for money, and that is money for money. If there is a considerable investment as input, there must be a considerable, beneficial output, which can be directly traced to this input. This research is about developing tracing and backtracking procedures, which enable to enlighten the relationship between R&D and economic welfare. 8. Further externally funded research projects

Courses taught: BMGT42470 Innovation Networks This module is about innovation networks, how they come to be established, how they vary, and how they operate. The course reviews the state of the art in international research on innovation networks. SBUS40080 Technology Policy This course is on the role of technology policy for innovation. It discusses the tools and methods to provide technology policy with guidelines about effects of policy interventions.
Founding Coordinator of the newly established Thematic PhD Programme CSCS at UCD with stream Innovation Research Teaching four mandatory modules of this self-established (in 2009) graduate programme. This is an interdisciplinary programme provided by various Schools (e.g. School of Business, School of Sociology, School of Economics, School of Mathematics) organised and hosted by CASL, IRU and the Geary Institute. Most courses are offered as cooperative teaching between social scientists and computer scientists. Courses Taught: BMGT42840 Complexity and Social Simulation Cooperative teaching with Prof. Scott Rickard, School of Mathematical Engineering. This module introduces an interdisciplinary field that combines the application of computer simulation and other computer-based methods to the analysis of social systems such as innovation systems and processes at all levels or scales of complexity: individual, group, society, national, and world systems. Examples of complex social dynamics include the evolution of industries, innovation processes, traffic systems, disease epidemics, opinion dynamics, and catastrophe scenarios. SOC40340 Social Networks and Agent-based Simulation Cooperative teaching with Dr. Diane Payne, UCD Geary Institute. The first part of this innovative module provides an introduction to Social Network Analysis, which is an exciting and rapidly expanding field of research in the social sciences. Network analysis is the study of the structure of relationships between actors in the network, where an actor's behaviour and performance reflects the way in which that actor is tied into the wider network of social relationships. The second part of this module introduces Agent-Based Computer Simulation, a really hot topic in the social sciences. Agent-Based Simulation in the social sciences allows us to experiment and create new artificial societies, to explore how social norms evolve in these societies and how individuals and collectives form interdependencies over time. Cooperative teaching with CSCS board members The CSCS PhD Roundtable is a core module for students participating in the CSCS PhD Thematic Programme. The purpose of the module is to provide a forum for students, staff and visitors to present, discuss and review current and ongoing research in the field of Computational Social Science. The module also serves as an opportunity for students, staff and visitors to learn about each other¿s research areas and the state of the art research applications therein.
