Brian Casey

Brian joined the Centre for Humanitarian Action in September 2012 to focus his attention on his doctoral research studies.  Prior to joining the CHA, Brian spent 11 years with the Irish based humanitarian organisation, GOAL, where he was employed as a senior manager and Head of the Humanitarian Programmes.  During this time, he worked in over 20 countries and led the organisation’s emergency response operations to eight sudden onset disasters. Brian also conducted numerous monitoring and evaluation / trouble-shooting assignments for GOAL in addition to strategic planning, policy development to include disaster preparedness and mitigation programmes and humanitarian donor representation (predominantly ECHO, DfID, OFDA, Irish Aid and UN bodies).  Brian’s current doctoral research studies is focused on corporate governance, ethics and regulation in the not-for-profit sector in Ireland.

Brian is a qualified accountant (CGMA) and has a BA (Hons) in business and management studies from the John Moores University in Liverpool. More recently (2006), Brian undertook the Masters in Humanitarian Assistance programme in UCD resulting in an overall first-class honours (he is now a lecturer on the management module of this course). For the thesis component of his Masters, Brian developed a Monitoring and Evaluation Framework for GOAL which was used to measure the impact of the agency’s work over the 2007-2011 strategic planning period. The output of this study was successfully implemented and used throughout the programming period.

Brian’s first overseas mission was to India in 2000 followed by Angola, Ethiopia and South Sudan.  From there Brian was posted to North Sudan in 2004 initially as a financial controller before he took over the responsibility of country director. As the devastating genocide in Darfur deteriorated, Brian moved to this remote region to directly manage GOAL’s largest operation worldwide at that time.  When he returned to Ireland in 2006, he continued to work with GOAL in head office and developed the agency’s first 5 year strategic planning document specific for emergencies (he also developed the 2012-2016 Humanitarian Strategy paper).

Prior to Brian’s work in the not-for-profit sector, he spent ten years collectively in the media sector working as a financial controller in Ireland and as a royalty accountant in Australia.  He worked for Midas Productions, one of Ireland’s leading independent radio, television and multimedia production companies as their company secretary and financial controller from 1991 to 2000, and during this time led the company’s Management Buy Out (MBO) and financial restructure. In 2001, Brian also worked with Southern Star in Australia, one of the world’s leading media distributors, as a royalty accountant where he had responsibility for producing royalty reports and ensuring a profitable return on production sales.

Brian has an interest in current affairs and networking, as well as sports, namely running, cycling, swimming and rugby (the latter solely as a spectator these days!)
