Biography:
Relevant Experience: (2) World Bank and other agencies (including EC Commission) mission to Uganda to prepare report on future development of Ugandan University-level education (November, 1991). As EC-sponsored member of team, I was responsible for report on EC-aided project at Makerere University, as well as writing the economic/financial (including unit-costs) sections of the main report. (3) Department of Education (Ireland) study of School Unit Costs, 1990-91. This involved the preparation of lengthy technical reports on School Costs and Finances (Primary and Secondary), which has many technical and methodological features in common with the proposed Ugandan Study. (4) Consultant to World Bank Reform of Higher Education and Research Project, Romania, 1993-2001. Under the general direction of T E Eisemon, and later M Boissiere, this involved working with Romanian academics and civil servants on an analysis of the cost and financial structures of Romanian Universities.
