Trade Effluent Discharge License (TEDL)

On June 14th, 2001, the University was issued with a Trade Effluent Discharge Licence (TEDL) by Dun Laoghaire Rathdown County Council. This is a licence to discharge trade effluent or other matter to a sewer, under the Local Government (Water Pollution) Acts, 1977 and 1990. This licence is subject to certain conditions which the University must observe. It is therefore important that you think before you put anything down the sink!

Danger to Personnel

In accordance to Section 1.2 of the TEDL, no substance shall be present in the trade effluent in such concentration as would constitute a danger to personnel working in the sewer or to the sewer fabric or would interfere with the operation of downstream wastewater treatment works.

Sampling

Representative samples are taken every second month and results for the following parameters measured: Temperature, pH, Oils, Fats and Grease, Total Phenols, Total Suspended Solids, BOD, COD, Lead, Nickel, Copper, Chromium, Arsenic and Detergents in accordance with Section 4 of the TEDL.

Monitoring

The University is subject to random sampling and analysis for the criteria listed below by the County Council.

Parameters

As set down in Section 2 of the TEDL the trade effluent discharge must not exceed the following parameters:

  • Temperature: Will not exceed 42 degrees centigrade
  • pH: Will lie in the range 6.0 to 10.0
  • BOD (Biochemical Oxygen Demand): Over any 24 hour period the mean concentration of BOD in the trade effluent shall not exceed 600mg/l O2 and the total maximum concentration of BOD shall not exceed 1000mg/l O2. The total quantity of biochemical oxygen demand discharged in this period shall not exceed 1200 Kgs.
  • COD (Chemical Oxygen Demand): Over any 24 hour period the mean concentration of COD in the trade effluent shall not exceed 1200mg/l and the total maximum concentration of COD shall not exceed 2000mg/l. The total quantity of chemical oxygen demand discharged in this period shall not exceed 2400 Kgs.
  • Suspended Solids: Over any 24 hour period the mean concentration of suspended solids in the trade effluent shall not exceed 800mg/l and the total maximum concentration of suspended solids shall not exceed 1000mg/l . The total quantity of suspended solids discharged in this period shall not exceed 1600 Kgs.
  • Detergents: Will not exceed 100mg/l and the total quantity of detergents discharged per day shall not exceed 200 Kgs.
  • Oils, Greases and Fats: Will not exceed 200mg/l. The total quantity of oils greases and fats discharged per day will not exceed 400 Kg.
  • Petroleum Hydrocarbons or Organic Solvents: The trade effluent will not contain petroleum hydrocarbons or organic solvents (including chlorinated solvents) which would give rise to flammable or explosive vapours in the sewer.
  • Phenols: Will not exceed 1mg/l. The total quantity of phenols discharged per day shall not exceed 2 Kgs.
  • Chromium* (Cr): Will not exceed 1mg/l
  • Copper* (Cu): Will not exceed 1mg/l
  • Lead* (Pb): Will not exceed 1mg/l
  • Nickel* (Ni): Will not exceed 1mg/l
  • Zinc* (Zn): Will not exceed 1mg/l
    *The total quantity of each of the above metals discharged per day shall not exceed 2.0 Kgs.
  • Arsenic** (As): Will not exceed 0.1mg/l
    **The total quantity of Arsenic (As) discharged per day shall not exceed 0.2 Kgs.

These parameters are monitored by an external analytical group every two months, and randomly by Dun Laoghaire Rathdown County Council.
