Auto Enrollment: into what, for whom and how much?


This paper considers the context, choices and possible implications of Ireland’s decision to pursue a policy of auto-enrolling income earners into privately provided pension schemes. Drawing on the experience of other states, the paper first reviews the emergence of auto enrolment policies internationally and builds on this to explore the likely issues that will arise in Ireland. The paper includes an assessment of the number of earners that will be impacted by the policy and in particular focuses on their composition by gender, economic sector and earnings quintile. It also estimates a first-round cost of the policy, in revenue forgone terms,and sets this in the context of the current regime of fiscal supports for retirement savings.
