University Management Team - Groups - UMT Finance and Operations Group

The UMT Finance & Operational Group oversees the strategic development and operation of support units and the planning and budget process within the university.

Terms of Reference

  • Oversee the strategic development and operation of the finance, human resource and general administrative and information functions and systems by:
  1. aligning their activities with the overall objectives of the UCD Strategic and Academic plans
  2. ensuring an appropriate basis for sound governance, management and planning.
  • Oversee the development of and, having consulted with the UMT Academic Group, approve plans for administrative and support units and functions.

  • Develop and oversee the implementation of specific operational initiatives to achieve the objectives of the UCD Strategic and academic plans.

  • Ensure a process to assess the financial implications of all major academic and operational initiatives, and, in dialogue with the UMT Academic Group, review the effectiveness of these processes and make recommendations for improvement where required.

  • Oversee the university planning and budget processes.

  • Act as the senior management escalation point for operational and administrative issues.

  • Ensure an appropriate system of internal control is in place and operating in accordance with the university code of practice on governance

  • Develop an annual work-plan for the Group and report regularly to UMT Plenary on progress against this work-plan.

  • Liaise, where appropriate, with the UMT Academic Group on relevant issues under consideration by either group.

  • Report deliberations and decisions to the UMT.
