UCD TRAINING PROGRAMME 2010

EFFECTIVE PURCHASING

Course Aims:

The aim of this course is to give full-time and occasional buyers a closer appreciation of purchasing principles and to provide them with the tools and information to obtain value for money. It provides an opportunity for staff with responsibility for purchasing goods and/or services to be introduced to the Procurement Function at UCD and to network with people in similar roles throughout the University.

This is a highly interactive half day workshop which includes training on UCD purchasing policies and procedures, National and EU Procurement regulations and the impact of the Freedom of Information Act on Purchasing/Procurement practice. In addition, it provides an introduction to staff on the eProcurement system currently being rolled out in the University.

FUNDAMENTALS OF PURCHASING IN UCD  
Aimed at: Administrative and Service Staff, Technical Staff  

Course Aims:

This course is intended for staff involved in purchasing within the University – the course provides a comprehensive guide to the principles and techniques of public sector buying.  The course covers the principles, processes and procedures to achieve effective purchasing within their school / college / unit. Participants will learn to identify the downside of ineffective use of University funds and how to avoid it.  It is of particular relevance to staff members responsible for the spending of University funds.

The course will cover topics such as:

  • What is Value For Money?

  • Standard University purchasing policies and procedures;

  • The implications of non-compliance;

  • Understanding the strategic importance of the Buyer;

  • Central contracts;

  • The importance of getting your specification right;

  • Determining the criteria (quality, timing, price);

  • The importance of standardisation within processes and products;

  • Market sources;

  • KPI’s;

  • Benchmarking;

  • Ethics and professional standards;

  • eProcurement;

  • Environmental issues;

  • Legal protection of purchases;  

  • Key communication skills for purchasers;

  • Integration with budget and financial processes;

  • Accountability and record-keeping.

NEGOTIATING WITH SUPPLIERS  

Aimed at: Administrative and Service Staff, Technical Staff

Course Aims :

The ability to negotiate effectively is an important skill for anyone involved in a Purchasing / Commercial role. This course will introduce the negotiation principles and work through a worthwhile and enjoyable process to achieve better value in all your negotiations. You will also have the opportunity to practice your skills by reviewing case studies.

The course will cover the following :-

  • How to interact with suppliers;

  • Definition of Negotiation

  • Objectives - planning for success

  • Mandate, Interests, Knowledge - preparing for the Negotiation

  • Phases of the Negotiation process

  • Negotiation Tactics

  • Successful Closing

  • Post-negotiation reflection - Win-Win

  • Case studies to emphasise the learning points.
