Introduction
The Academic Regulations Forum (ARF) is a sub-committee of the University Boards: University Undergraduate Programmes Board (UUPB) and University Graduate Programmes Board (UGPB), established to consider and make recommendations on proposed regulatory amendments.
Membership
The ARF comprises a panel of experts nominated by UUPB, UGPB, College Vice-Principals for Teaching and Learning, College Graduate School Directors, Programme Office Directors and Graduate School Managers, and is chaired by the Deputy Registrar for Teaching and Learning.
Regulatory Change Life Cycle
The regulatory change process comprises of the following six phases:
Phase 1. Regulatory Issues Recorded by Academic Secretariat
Based on academic policy development / review and discussions at University Boards and Committees, Academic Secretariat compiles a regulatory issues record for each academic session. This forms the basis of the agenda for the Academic Regulations Forum (ARF).
Phase 2. Consultation
Academic Secretariat consults academic and administrative colleagues across the University to inform the ARF deliberations.
Phase 3. Academic Regulations Forum (ARF)
The ARF, which is a sub-committee of the UUPB and UGPB and is chaired by the Deputy Registrar for Teaching and Learning, is responsible for considering regulatory issues and finalising, where appropriate, proposals for regulatory change for consideration at UUPB and UGPB.
Phase 4. Approval Process
Academic Council is responsible for approving regulatory amendments. Proposals from the ARF are initially considered by UUPB and UGPB who recommend a final set of amendments for the approval of Academic Council. In a given academic session, the objective is to have any regulatory changes approved by Academic Council toward the end of the session (spring semester), with such changes to the regulations to be applicable to the subsequent academic session.
Phase 5. Implementation
Following approval by Academic Council, changes to the regulations are made and the Academic Regulations: Version History document is updated, as is the Online User’s Guide to the Academic Regulations. Any regulatory changes which have implications for any of the University’s administrative systems are also implemented.
Phase 6. Communication
At the start of the new academic session (in which all previously approved regulatory changes will apply) the updated Academic Regulations are posted on the Academic Secretariat website, and notification of regulatory amendments are widely communicated throughout the University.
