Non payment of fees policy

All student fees are required to be paid by the defined and published dates. Notification of outstanding debt takes place as part of the invoicing cycle.

Encumbrance

Where a student continues to have an outstanding debt (e.g. tuition fees, fines etc), their registration record will have an encumbrance place on it. The encumbrance is referred to as a 'hold' and will cause the following restrictions to apply:

  1. Examination results will be withheld.
  2. Access to transcripts, statements of result etc. will be withheld. The only documentation available to the student will be in the form of a simple confirmation of attendance, as applicable.
  3. Continuing students will not be permitted to register for subsequent academic sessions.
  4. Late payment penalties may be imposed.
  5. Students will not be permitted to graduate until outstanding debt (including fines, where applicable) has been cleared in full.
  6. Students will not receive information about conferring, or be conferred, until their fees are paid in full.
  7. Accounts that have not been cleared by the end of the academic session may be referred to a debt management/collection agency.
Undergraduate debt carry-over facility
In 2012/13 we have introduced a debt carry-over facility for continuing undergraduate students only. This new facility will allow students to carry a maximum debt of €600 into the new academic year without impacting on their registration for 2012/13. So, your 2012/13 fees (i.e. Student Contribution and Student Centre Levy but excluding resits and or repeats) will have the debt carry-over amount added to it and you need to pay half of this overall amount by the start of semester 1.

Continuing undergraduate students carrying more that €600 of debt will not be allowed to complete online registration for 2012/13 until they have paid off or reduced their previous year's debt to below €600.

If you have completed your degree in 2012  
You must pay off all fees and charges immediately. You will not be allowed access your results, transcripts and your graduation will be blocked.

If you are progressing to a postgraduate programme at UCD
You must pay off all fees and charges immediately. You will not be allowed access your results, transcripts and your graduation will be blocked. This may prevent the take-up of your place on a postgraduate programme.

Authority

The authority for the placing of a hold, with the stated consequences, on a student's record derives from the terms and conditions which apply to all students of the university. University terms and conditions include this policy, and its predecessors (both formal and custom and practice).

These terms and conditions are brought to the notice of students before they register to the university and are binding once registration is confirmed. The student cannot be considered a student of the University in the absence of such a confirmation.

Removal of an Encumbrance

Where a student seeks to clear the hold on their record they must pay:

  • Sufficient funds to reduce their debt to below €600 (continuing undergraduate students only)
  • All outstanding debt
  • A registration record reactivation fee if the debt is old enough to have led to the complete deactivation of their record.

Payments may be made electronically or via bank giro. It should be noted that electronic payments clear more speedily than bank giro payments.

Advice

It is important that students maintain their accounts in good order and make payments when due. Billing reminders will normally be issued but it is the obligation of the student to ensure timely payment of fees. Students have live access to their accounts at all times.

It is advisable to clear your account by the end of the academic cycle at the latest in order to avoid difficulties with continuance, graduation and access to results etc.

Students with financial challenges are advised to contact their Student Adviser who can provide information on the supports UCD does provide - The Student Assistance and Student Welfare funds. However, the terms of this funding (Dept. of Education & Skills and the European Social Fund) precludes their use for payment of fees.
