Human Resources Strategy for Researchers (HRS4R)



The European Charter for Researchers (Charter) and The Code of Conduct for the Recruitment of Researchers (Code) (PDF) aims to provide equal rights and obligations for researchers in Europe through implementation of principles governing ethical and professional aspects of work, recruitment, working conditions, social security, and training of researchers.
Some of the principles in the Charter specify the roles, responsibilities, and entitlements of researchers, while others specify roles, responsibilities, and entitlements of employers of researchers. The principles of the Code are recommendations for employers who aim to improve the recruitment and employment of researchers and their research environment.

In 2006, UCD endorsed the Charter and Code. In April 2012, UCD continued in its commitment to this process by implementing the European Commission’s Human Resources Strategy for Researchers.

This process included UCD carrying out an internal analysis to evaluate the compliance of current UCD policies and practice with the principles of the Charter and Code. This was completed in July 2012.

Following the self-evaluation and Gap Analysis, an Action plan has been completed which identifies a number of key areas for change and further development to UCD’s policies and practices, and identifies UCD units and services responsible for the implementation of these changes, and the time line for specific actions.

The progress of Action Plan will continuously be monitored and internal review will be carried out in 2014.
