| Dublin City Council has commissioned Paul to investigate the survival of vernacular buildings within the city. The study has identified modest and unusual small buildings surviving alongside more polite architecture. This study is on-going The Heritage Council commissioned Paul to conduct a study into the issues related to Sustaining Places of Worship. The report has been circulated to stakeholders for review. Paul was commissioned to contribute to the DOEHLG publication on Energy in Traditional buildings. Paul was commissioned by The Heritage Council (with McHugh O'Cofaigh Architects) to undertake a study of the building regulatory environment within which the management and repair of historic buildings takes place. |

| Heritage Council 1996-2005 Member of the Architectural Standing Committee, responsible for the development of policy for the identification and protection of the architectural heritage and evaluation of projects for grant aid. In addition, the Heritage Council has a role in evaluating the works to historic buildings in the ownership of local authorities. Participation in the work of the Heritage Council on behalf of the Architecture Committee, included reviewing, with Department of Justice officials, works being proposed for courthouses, legislation, policy reviews concerning the State's role in architectural heritage protection, acquisition policy for the State of historic properties, review of the impact of rural housing on aspects of heritage.
