Biography

Professor Gavin Barrett graduated with an LL.B.from the Law School, Trinity College Dublin in 1988, having been made a Scholar of the College two years earlier in 1986. He completed his Ph.D. studies in 1994 with a dissertation on employment rights under Irish and European law in business restructuring situations. He graduated from King's Inns and was called to the Bar in 1997.

Having tutored in Trinity College during his studies there, Professor Barrett was, from 1995, a research officer and then project leader of the Justice and Home Affairs Group in the Institute of European Affairs Dublin. From 1997 to the end of 1998, he worked as a course director with the Academy of European Law in Trier in Germany. He was appointed to a lectureship in University College Dublin in 1999, promoted to senior lecturer in 2004 and made an Associate Professor in 2014. Professor Barrett has been, successively, a Government of Ireland Research Fellow, a University College Dublin President's Research Fellow and an Oireachtas Parliamentary Research Fellow. He has also been a visiting professor in the University of Aix-en-Provence, a visiting professor at the University of Ljubljana, a visiting lecturer in the University of Hannover and a visiting scholar at the Institut des Hautes Etudes Européennes (Université Robert Schuman). He has acted as external examiner to the Law Faculties of Trinity College Dublin and the University of Malta.

Professor Barrett specialises in European law, with a particular interest in the employment law and constitutional law fields. He also has a strong interest in employment law. He is the author of two books including one monograph published by the Oireachtas, the editor of several books, the author of numerous book chapters and of articles in a wide range of journals including the Common Market Law Review, the European Law Review (including one article cited by the German Federal Supreme Court in its 2009 Lisbon ruling), the Yearbook of European Law, the European Law Journal, the European Constitutional Law Review, the Maastricht Journal of European and Comparative Law, the Industrial Law Journal, the Irish Jurist,  the Dublin University Law Journal and the Irish Law Times. He has also published around sixty articles on legal themes in the Irish Times and the Sunday Business Post, appeared on television and/or radio in Ireland, France, the United Kingdom, Finland, Denmark and Slovenia and has been an invited speaker before the (UK) House of Lords Select Committee on European Affairs, the Foreign and European Affairs Committee of the Maltese Parliament (the Kamra tad-Deputati), the Joint Oireachtas Committee on European Affairs (twice), the Joint Oireachtas Committee on the Constitution, the Joint Oireachtas Committee on Justice, Defence and Equality, the Oireachtas Sub-Committee on Ireland's Future in the European Union (three times), the Oireachtas Sub-Committee on Review of the Role of the Oireachtas in European Affairs, the Oireachtas Sub-Committee on the Referendum on the Fiscal Treaty and the Joint Oireachtas Committee on European Union  Affairs (twice). He has also spoken in the Grand National Assembly in Ankara, Turkey, addressed the Constitutional Affairs Committee of the European Parliament and briefed the European Affairs Committees of the Danish Parliament (Folketing) and the German Bundestag as well as the Finance Committee of the Bundestag.  He has also addressed by invitation the National Forum on Europe. 

Professor Barrett is a board member of the Dublin University Law Journal, articles sub-editor of ERA Forum, a referee for the European Law Journal, the European Constitutional Law Review, the Hibernian Law Review and Parliamentary Affairs, and has been a staff editor of the University College Dublin Law Review for twelve years, a journal which he played a key role in founding. He is a member of the Irish Centre for European Law, the Economic Governance Group, the Eurocrisis Group and the Ireland in Europe Group  at the Institute of International and European Affairs and a Fellow of the Dublin European Institute. He has been variously Irish rapporteur for the Fédération Internationale de Droit Éuropéen, the author of commissioned research for the National Forum on Europe, director of a research project concerning the role of national parliaments in the EU legislative order (funded by both the Irish Research Council for Humanities and Social Sciences and the Department of Foreign Affairs),  the Irish expert in major European-wide study of the implementation of Community employment law directives, the author of research on the employment rights of people with disabilities and the co-author of a major report on the implications of the June 2008 'no' vote to the Lisbon Treaty which was commissioned by the Joint Oireachtas Sub-Committee on Ireland's Future in the European Union. He is currently involved in three separate international research projects investigating the roles of national parliaments in the European Union.

Professor Barrett's views have been cited by the House of Lords EU Affairs Committee and his work cited in  the Bundesverfassungsgericht's Lisbon decision.
 
Professor Barrett has lectured in the law of the European Union at undergraduate level since 1999. At LL.M. level, he has lectured in a variety of subjects including European Union Constitutional Law, Litigation in the European Union, the Social and Employment Law of the European Union and the Internal Market law of the European Union, He has also taught on the Law School's Diploma in Employment Law, in the Dublin European Institute and for the Law Society of Ireland.

Teaching Philosophy

Various educational techniques are needed to accommodate different intelligence types and differing individual learning styles. The lasting need for law students is to learn how to apply the law. EU law is a large unfamiliar subject.Self-directed, independent learning and mutual lecturer-student trust and respect are key to learning it.

Enhancement of Teaching

Gardner's theory of multiple intelligences teaches that 'education can be more properly carried out if it is tailored to the abilities and the needs of the particular individuals involved' - so varying assessment and teaching methods may accommodate different learning styles. Concepts like self-directed learning, independent learning and problem-based learning also sit well with university teaching (implying problem questions, tutorials, case analysis, class presentations and out-of-class reading can play a key role, particularly in small postgraduate classes). The most useful part of student feedback are the comments they provide. These have provided invaluable guidance in the past to how the class are feeling and what their concerns are. Usually, such assessments come at the end of the module but I try to make appropriate changes for the next year. Other data can be useful. Grade distributions provide valuable comparative material with other subjects and may reveal if an examination is being marked either too easily or too hard, or if the examination paper was too easy or too hard (with a shift in grades possibly providing evidence of that). Extern examiners' comments are also useful in informing teaching approaches, although they vary in the extent to which they will intrude. Their comments are useful only for the next year. My teaching has been peer reviewed and on more than one occasion. It provided valuable encouragement to me in my work. The main change I made was to alter the font type in my overhead slides in case visually impaired students could not read them.

Review and Enhancement of Curriculum

Small-sized postgraduate classes provide the opportunity to vary the module so as to maximise student learning. I find that the most popular approach tends to be a combination of problem questions and class presentations, interspersed with orthodox lectures so that students are not constantly confronted with the risk of having to listen to occasionally badly-prepared presentations. Essays are a popular and useful means of both summative and normative assessment. As for large undergraduate classes, these can be enhanced by my lecturing on a subject before tutorials are held on it, although this is not easy as tutorials are stretched out over a two-week period and the teaching term is short. Learning outcomes always inform the structure of my modules - most especially the assessment method. In terms of gaining feedback on an assessments, student presentations in classes are always commented upon by me in an encouraging and friendly way and students generally have more than one to do and thus get two attempts to get a good grade. At undergraduate level, the performance of the previous year's class is discussed at the beginning of each year to help that year's examination performance. Student presentations are usually effective in ensuring teamwork, getting students to engage in self-directed study and problem solving, and gaining clinical practice. The slides students produce for these presentations can be distributed to other students - helping the learning process. My modules are constantly being adjusted and adapted. Internal market law was recently changed to a 24 credit course, from 12 credits. In 2013 I teach a new course on the Law of EMU. On a university-wide basis, I also help with reform. A Structures Workshop on Blackboard in which I participated will form part of the basis for a new university-wide Blackboard default being introduced

Developing as a Teacher

I improve my knowledge and skills as a university teacher in a variety of ways. One of them has been that I studied for the two year Graduate Diploma in University Teaching and Learning offered by the Centre for Teaching and Learning. This involved a lot of collaborative and individual project work. The other is that I regularly attend teaching-related classes organised by the Centre, the Library, IT Services or the Audio-Visual Centre. In order to stay up-to-date with best practice in teaching approaches in law, I regularly attend national and international conferences for law teachers. I have presented papers at eight such conferences. The classes also help however. The most recent classes I attended were a class on Endnote offered by the Library, a class on Blackboard offered by IT Services and a Workshop on Blackboard held by the Centre for Teaching and Learning. The latter event was to help Teaching and Learning experts by giving them feedback on how lecturers experience and use Blackboard. I have also agreed with the Centre that I would do peer reviewing of other lecturers and did this most recently a few months ago for an academic in the Music School.

Innovation & Leadership

I was awarded a Graduate Diploma in University Teaching by UCD in 2010, and in 2007 was awarded a President's Teaching Grant. I have given presentations/papers at national and international educational events 8 times. I have organised and/or participated in supervisor-training events and assisted colleagues supervising law PhD students. At university level, I have peer reviewed other colleagues' teaching and participated in events organised by the Centre for Teaching and Learning to obtain lecturer feedback.
