CEPL01 - What does it mean to be a good public servant?

From where does the public service get its mandate? When conflicts of duty occur how should the public servant resolve them? What happens when there is outside pressure brought to bear on decision-making? This course examines the ethical fundamentals and the challenges of being a public servant of integrity in Ireland today.

Participants will have an opportunity to examine public service values and their practical application to everyday workplace scenarios. There will be a focus on assisting participants to gain an understanding of the appropriate value set for their particular area of public service and to develop skills in managing value conflicts and resolving ethical dilemmas.

Topics we will consider:

  • Impartiality, transparency and neutrality
  • Accountability, efficiency and flexibility
  • Independence and autonomy in decision-making
  • Dealing with the public
  • Whistle-blowing and wrong-doing
  • Rights, equality and fairness

Benefits

While specifically designed for public servants this programme will be of interest to anyone who would like an introduction to public service ethics and the relationship between the political and administrative institutions of the state and the individual whose job it is to work for those institutions.
