Background

The initial scoping document for this call highlighted the need for research to support the current forest carbon reporting system, CARBWARE. FERS Ltd has designed and developed CARBWARE specifically for utilisation in reporting Ireland’s greenhouse gas emissions to the UNFCCC.

The CARBWARE system needs to be updated during the proposed project timeline to reflect new information obtained from the research. This task will require an in-depth knowledge of the current national reporting systems, data requirements and software design. WP4 is specifically designed to facilitate this and these tasks cannot be completed without participation of FERS Ltd. Tasks under these activities include:
  • Update and recoding of CARBWARE software to include new changes for the research. The software system was designed and coded by FERS Ltd, consequently the only RPO in Ireland with knowledge of this system;
  • Development of a spatial database for soil stock changes in soils which is compatible and interoperable with CARBWARE;
  • Development of a spatial database for reporting deforestation which is compatible and interoperable with CARBWARE;
  • Incorporation of information on fires and disturbance which is compatible and interoperable with CARBWARE;
  • Incorporation of uncertainty analysis for the different activities into CARBWARE, which are in line with international reporting guidelines;
  • Provision of existing databases and research data to the project. FERS Ltd was the lead organisation and programme manager of the previous COFORD-funded CLIMIT programme including, CARBWARE, CARBiFOR, and FOREST SOIL C projects.


Work Plan

The primary aims for the Workpackage are as follows:
  • Provide data, modelling, spatial and GIS support to WP1, W2 and WP 3;
  • Integration of research outputs into a redeveloped national reporting system (CARBWARE);
  • Validation of EU fire maps for Irish forestry;
  • Dissemination and collaboration with the GHG Ireland Agricultural and land use network lead by Teagasc (Stimulus 10716) and with other LULUCF reporting agencies (EPA);
  • Provision of a new spatial forest cover database to the Forest service.


FERS Ltd. has the following expertise and capacity:
  • In depth knowledge of the current national reporting systems, data requirements, software design and update of CARBWARE,
  • The rules for reporting of forest C emission/removals to the UNFCCC are set out by the IPCC good practice guidance on Land Use Land Use Change and Forestry (LULUCF). Dr Kevin Black from FERS Ltd is the only qualified UNFCCC review expert on the LULUCF sector in Ireland;
  • Dr Kevin Black of FERS Ltd. is the leading research scientist specialising in forest greenhouse gas emission/reductions in Ireland. He is an IPCC reviewer of new reporting guidelines following recent COP agreements in Durban 2011.
