UCD CHA Board of Directors (Governance)

The Governance of the UCD CHA is the responsibility of the Board. The Chairperson of the UCD CHA Board is the Head of the School of Agriculture and Food Science. The current Board includes: Prof Frank Monahan (chair), Prof P Gibbons (Director), Prof Eilish McAuliffe, Dr G Finlay, Mr D Kelly, Prof L Kennedy, Prof I Maher, Prof S Malesevic, Prof C O’Sullivan, Prof C Sugrue, and Prof S Ward.

Professor Frank Monahan

UCD CHA Board Chair

Frank Monahan is Dean of Agriculture and Head of the School of Agriculture and Food Science at University College Dublin. He holds a B.Sc (Biochemistry), Higher Diploma in Education and Graduate Diploma in University Teaching and Learning from University College Dublin and a PhD (Food Science and Technology) from University College Cork. Prior to joining UCD he was a postdoctoral scientist at the University of California, Davis and a visiting scholar at Michigan State University.

Professor Pat Gibbons

UCD CHA Director

Pat Gibbons PhD is Director of the UCD Centre for Humanitarian Action (CHA). Pat worked for more than a decade on both humanitarian and development programmes, in Africa and Ireland, before returning to UCD in 1997 to establish the Master's Programme in Humanitarian Action under the auspices of the Network on Network on Humanitarian Action (NOHA). His experiences spans a range of aid sectors including public, private, and NGO sector as well as academia. He served as President of NOHA between 2007 and 2014. He has championed the development of humanitarian education and research at UCD for the past twenty years.

Emeritus Full Professor Ciaran Sugrue

Ciaran Sugrue is Emeritus, Full Professor of Education, School of Education, UCD, a position he has occupied since 2011. He has worked in the Irish Education system in a variety of capacities including: teacher, schools inspector, teacher educator and researcher. Prior to his appointment in UCD, he worked at the Faculty of Education, University of Cambridge, and a fellow of St. Edmund's College. While at the faculty of education, he also had a leadership role within the Centre for Commonwealth Education, reflecting a long term commitment to, and involvement with, educational reform in the global south, sub-Saharan Africa in particular, working with agencies such as Ireland Aid, UNESCO and World Bank. This work has extended also to Egypt and Asia.

Professor Eilish McAuliffe

Eilish McAuliffe is a Professor of Health Systems at University College Dublin, and Director of the UCD Centre for Interdisciplinary Research, Education and Innovation in Health Systems (IRIS), https://www.ucd.ie/nmhs/research/ucdiriscentre/ Prof McAuliffe has more than 25 years of experience in health systems research. Utilising interdisciplinary approaches to identify problems in existing service provision, particularly in the areas of human resources, organisational change and analysing reform and restructuring in healthcare to identify learning and improve the quality and safety of services is the main focus of her research.

Professor Graham Finlay

Graham Finlay (Ph.D. Johns Hopkins, 2002) has been a Lecturer in the School of Politics and International Relations, University College Dublin since 2004. Before that, he taught in the Department of Philosophy of Trinity College Dublin from 2002-2004. He has also taught, in various capacities, at University College Cork, the University of Calgary, the University of Maryland, Baltimore County and the Johns Hopkins University. In 2009-2010, he was a Member of the School of Social Sciences of the Institute for Advanced Study, Princeton, working on a project on 'Education for Cosmopolitan Citizenship'. His research interests include the history of political thought, especially John Stuart Mill, consequentialist thought, citizenship and development education, the theory and politics of human rights (especially migrants' rights) and various topics in international justice, including migration and development.

David has worked for UCD since 2006 and has been in his current role as Chief Financial Officer since 2018. Prior to that David worked in BBC television and radio in London, covering a number of business and financial roles. He trained as an accountant in Hanson PLC, also in London.

1989-2004 Full-time lecturer (Senior Lecturer, 1998-) in the Department of American and Canadian Studies, University of Birmingham. Postgraduate Director (1996-2002). Head of Department (2002-2004). 2004- Chair in American Studies and Director of the Clinton Institute for American Studies at University College Dublin. Responsible for the leadership of the Institute's research, postgraduate and cultural programmes.

Professor Imelda Maher

Imelda Maher is the Sutherland Full Professor of European Law and Director of the UCD Dublin European Institute. She is also a former Dean of Law (Sept 2017-Sept 2021). She is interested in the relationship between law and governance and has published extensively on competition law and EU governance. Elected a Member of the Royal Irish Academy in 2011, she was the first Irish woman to become President of the Society of Legal Scholars of the UK and Ireland (2016-2017), the largest scholarly society of common law lawyers in Europe.

Professor Sinisa Malesevic

Prof Malesevic was appointed UCD Chair of Sociology in September 2011. Previously he held research and teaching appointments at the Institute for International Relations (Zagreb), the Centre for the Study of Nationalism, CEU (Prague)-, and at the University of Galway. He also held visiting professorships and fellowships at NIAS/NIOD Amsterdam, Uppsala University, Universite Libre de Bruxelles (Eric Remacle Chair in Conflict and Peace Studies), the London School of Economics and the Institute for Human Sciences, Vienna. Prof Malesevic is a member of the Royal Irish Academy (elected in 2010), Academia Europaea (The Academy of Europe, elected in 2014) and an Associated Member of the Academy of Sciences and Arts of Bosnia and Herzegovina (elected in 2012). He is also Senior Fellow and associate researcher at CNAM, Paris.

Professor Cliona O'Sullivan

Dr. Cliona O'Sullivan is a physiotherapist and Associate Professor at University College Dublin. She graduated from Robert Gordon University, Scotland in 1997 and worked for 10 years in a variety of clinical areas in health systems in Ireland, Scotland and Burkina Faso, West Africa. In 2011, she led the design and development of the first Masters level graduate-entry physiotherapy programme in Ireland. She developed international interdisciplinary clinical placements in India, Uganda and Tanzania with UCD Volunteer Overseas (UCDVO) and a partnership with the Physiotherapy School at Mbarara University of Science and Technology, Uganda.
