Join a panel of experts at this lunchtime event next Tuesday 25 November, when they will discuss how bureaucratic hurdles are slowing down our efforts to combat climate change. 

Administrative and institutional barriers are often overlooked, yet they play a critical role in slowing or blocking the implementation of climate policy. This seminar explores how factors like regulatory complexity, fragmented governance, and procedural burdens are perceived by stakeholders and how they affect progress on the ground.

Bringing together researchers, civil servants, and policy experts, this event will unpack findings from recent research and open up a practical discussion on how we can streamline systems, reduce friction, and create more adaptive frameworks to enable faster, more effective climate action.

This is the second of this UCD Earth Institute Adapt for the Future series of lunchtime sessions and is entitled Bureaucratic Burdens in a Warming World.

The event will be chaired by Dr Jeanne Moore, Policy Analyst at the National Economic and Social Council (NESC), and the panel will comprise:

  • Dr Cara Augustenborg, Head of UCD Environmental Policy
  • Dr Hannah Julienne, Programme Manager, Behavioural Economics at the Sustainable Energy Authority of Ireland (SEAI)
  • Dr Desmond O'Mahony, Scientific Officer, Behavioural Insights Team at the Environmental Protection Agency (EPA)
  • Dr Gerry Clabby, Principal Advisor Environment and Climate Research Advisory Unit, Department of Climate, Energy and the Environment
