Charter for the International Conference on

"Photonic, Electronic and Atomic Collisions"

1.0 Purpose

This continuing series of biennial international conferences promotes the growth and exchange of scientific information on photonic, electronic and atomic collisions and such related areas of atomic and molecular physics that the governing bodies of the conference shall from time to time select.

2.0 Conference Dates

The conference is held biennially normally during the second half of July. The conference normally starts on a Wednesday and ends on the following Tuesday.

3.0 Committees and Officers

Three continuing committees and their officers govern the affairs of the conference. They are assisted by such temporary committees as may be required. The continuing committees are the Executive Committee, the General Committee and the Local Committee. A fourth committee, the Nominating Committee, serves for approximately six months prior to each conference.

3.1. Officers and Chairperson (or Co-chairpersons) of the Local Committee

The officers of the conference include a chairperson, vice chairperson, secretary, and treasurer. These officers serve concurrently as officers of the Executive Committee and the General Committee. There is also a chairperson (or co-chairperson) of the Local Committee. The terms of all officers and committee members commence with the end of the conference during which they are elected.

The conference chairperson and vice chairperson serve two-year terms and may not succeed themselves in office. The outgoing vice chairperson automatically succeeds to the chairpersonship unless the vice chairperson resigns; in such case the General Committee selects a new chairperson.

The chairperson presides over the meetings of the Executive Committee, the General Committee, and the Nominating Committee. The chairperson also nominates candidates to fill any vacancies that may occur between conferences. The chairperson decides on the distribution of travel support from the ICPEAC central funds to students and young scientists. The chairperson decides if information about a satellite meeting will be included in the conference materials.

The vice chairperson nominates members of the Executive Committee.

The secretary serves a six-year term with possible reelection for one additional six-year term. The secretary sees that adequate records are kept of the actions taken by the committees, sets the schedule for committee meetings, and transmits the records to the successor.

The treasurer serves a six-year term with possible reelection for one additional six-year term. The treasurer gives detailed financial reports to the Executive and General Committee and presents a summary report of the financial status of the conference at the Conference Business Meeting. The treasurer maintains a bank account for the conference central funds, pays bills as directed by the chairperson, and transmits the records to the successor.

The chairperson (or co-chairpersons) of the Local Committee serves a two-year term. The chairperson (or co-chairpersons) of the Local Committee organizes all the logistical arrangements, secures financial support, and makes all final decisions on the program for the conference. The chairperson (or co-chairpersons) gives detailed reports to the Executive and General Committees.
