About This Meeting

A Brief History: European Evidential Breath Test Group

The aim of this meeting is to foster collaboration, facilitate knowledge sharing, build professional connections, and drive advancements in evidential breath testing. Over time, the group has expanded to include a broader range of breath testing stakeholders, including aviation, law enforcement, and road safety professionals.

The European Evidential Breath Test Group was established in 2018 in Stockholm, bringing together experts and professionals involved in evidential breath testing programmes. Representatives from Norway, Sweden, Ireland, Denmark, and Finland convened to discuss
key issues, advancements in technology, and opportunities for improvement in breath
alcohol testing.
Following the initial meeting, Dublin hosted the second gathering in 2019. After a pause due
to the COVID-19 pandemic, the group reconvened in Finland in 2023. The Medical Bureau of
Road Safety (MBRS) has volunteered to host the next meeting, now taking place at Dublin
Castle, May 2025.

Louise Lawlor

Principal Analyst

Louise Lawlor has been a Principal Analyst at the Medical Bureau of Road Safety (MBRS) in Ireland since 2017, leading the Alcohol Programme. Her role encompasses blood and urine analysis for alcohol, as well as overseeing the breath testing programme. Under her leadership, the breath testing programme has expanded to include aviation breath testing, and the alcohol ignition interlock approval programme, as well as the roadside breath test devices and evidential breath test instrument programmes. With over 25 years of prior experience in alcohol and drug testing, Louise previously worked at the National Drug Treatment Centre Laboratory in Dublin city. She holds a Master of Science degree in Pharmacology & Pharmaceutical Sciences and a Bachelor of Science degree in Toxicology.
Louise is dedicated to advancing forensic alcohol testing and continues to play a key role in
ensuring the integrity and effectiveness of Ireland’s breath testing programmes.

Kirsi Muuriaisniemi-Skippari

Forensic Toxicologist

Kirsi Muuriaisniemi-Skippari holds a Master of Science degree in Chemistry from the University of Helsinki. She has worked for over two decades at the Forensic Toxicology Unit of the Finnish Institute for Health and Welfare, where she leads the Alcohol Programme. Her responsibilities include the ethanol analysis of blood, serum, and urine samples, as well as quality control for evidential breath alcohol testing. In addition to her role in forensic toxicology, Kirsi has worked extensively as a police expert specializing in alcohol testing. She has been a key contributor to the development of evidential breath alcohol testing practices within the police force and has played a central role in the procurement of evidential breath test devices - ensuring they meet both the operational requirements of law enforcement and the necessary quality and certification standards. Prior to this, she worked for four years in drug testing at the Crime Laboratory of the National Bureau of Investigation.

Philippe Minchin

Business Development Manager

Philippe is part of the project team responsible for the rollout of Lion's next generation evidential breath analysis instrument the lion intoxilyzer® 9000.

Prior to joining Lion Laboratories Ltd in 2023, he spent almost a decade as a Parliamentary researcher to a Member of the UK Parliament followed by over 13 years as a business development executive in both the Defense and Cybersecurity sectors.

Dr Aoife Kervick

Policy and Research Analyst

Dr Aoife Kervick is a policy and research analyst for the Road Safety Authority of Ireland (RSA). One of her key roles involves the analysis of road user fatalities data, including toxicology data, and overseeing a range of RSA research projects. She has represented the RSA at a number of international road safety conferences, forums and working groups. Before joining the RSA in 2017, Dr Kervick worked as a member of the Risky and Extreme Behaviour Research Group at the University of Galway, where she also completed her PhD in Psychology.

Steve Pope

EMEA Sales Manager at Intoximeters & General Manager at Intoximeters UK Ltd

Responsible for the EMEA region, Steve covers all markets across Europe, the Middle East, Africa and the Indian Sub-Continent. Steve has over 15 years experience with Intoximeters in sales and market development, training and complete program implementation. Recently Steve has also take on the leadership role for Intoximeters UK which is a wholly owned subsidiary of Intoximeters Inc, and is responsible for maintaining both ISO9001 and ISO17025 accreditation.

Grethe Brennhovd Clausen

National Project Manager - Norwegian National Road Policing Service.

Police Superintendent Grethe Brennhovd Clausen is the National Project Manager for drug and alcohol-impaired driving enforcement at the Norwegian National Road Policing Service. She oversees national training, instructor development, and quality assurance related to evidential testing (Evidenzer Mobile) and DUI screening devices across all police districts in Norway.
With a background as a commissioned officer in the Norwegian Armed Forces, she graduated from the Norwegian Police University College in 2000 with a Bachelor’s degree in Policing. Her career includes uniformed policing, organized crime investigations, instructor in firearms and operational police skills, and emergency preparedness. Her current work involves international collaboration in the field of impaired driving and she recently represented Norway in the EU-funded PANACEA Project, contributing to cross-border solutions for drug and alcohol testing in traffic enforcement.
