Export Controls are legal requirements that restrict the export of certain goods, technologies, and services to prevent their unauthorised use or proliferation. 

The term ‘export’ covers a broad range of essential University activities, including for example:

  • Speaking at a conference, meeting or seminar outside the EU
  • Collaborating with international researchers on research projects
  • Overseas researchers who visit UCD and then bring technology/know-how home with them
  • Teaching outside the EU in areas relating to dual-use items
  • Exporting prototypes, second-hand lab equipment etc.
  • Sending information electronically via email or shared servers
  • Participating in tele or video meetings
  • Academic publications

There are certain exemptions for basic scientific research and for material that is already in the public domain, but these exceptions or “decontrols” are interpreted very narrowly and need to be considered carefully on a case by case basis as to whether they might apply.

The natural/legal person:

  • Who holds the contract with the consignee in the third country at the time when the export declaration/re-export declaration or exit summary declaration is accepted
  • Has the power to determine the sending of the items out of the customs territory of the Union; or
  • Those who decide to transmit software or technology by electronic media or other electronic means to a destination outside the customs territory of the EU

If you are providing technical assistance or support, you are also considered an exporter

Yes, Export Controls may apply to teaching also. While the Export Control policy (Internal Compliance Programme) is mainly written for researchers, it applies to all members of the UCD Community.

Some examples might be: you want to use drones in your teaching in a non-EU country; or you need to send a piece of equipment outside of the EU for repair.

Export Controls training is accessible via Brightspace. 

You can access the module by logging onto Brightspace using your UCD Connect credentials, click on "Explore", search for the module "Export Controls Training".  Academic and administrative staff need to "View as Student" in order to access the course.  To begin, click Enrol in course.
