Rates For All Years

Assumptions - Rates for All Years

Factor Description Entity Notes
Progression Method Method by which Progression from one Year/Stage to the next is handled. School Owner only – ie not loaded for every school which receives a share of the FTEs. The same Progression Method applies to EU & NonEU.

Usually Major Registrations will be Entered, but setting the Progression Method to Calculated will enable Major Registrations to be calculated based on the number of Registrations in the previous financial year for the previous Stage.

Eg. you can calculate the planned Major Registrations for Stage 2 of a Major in 2021/22 by having the system multiply the 2020/21 Stage 1 Numbers by the Progression Factor.

This is also affected by the School’s Calculation Type – if this indicates ‘no factor and escalation’ (typically the initial stage of planning), then automated progression will not be performed.

Where no value is entered, it is assumed that Registrations will be manually planned rather than via automatic progression.

Progression can only be Calculated where there is data for the preceding Stage. IE you cannot calculate progression to Stage 1 as there is no Stage 0.
Progression Factor The percentage to be applied to the preceding Year/Stage when automatically calculating Major Registrations. School owner only

The Progression Factor is stored against the Stage to which progression is occurring. Eg a Progression Factor of 80% for Stage 3 indicates that 80% of the Stage 2 registrations progress to Stage 3 (and not that 80% of Stage 3 registrations progress from Stage 3 to Stage 4).

Separate Factors are maintained for EU and NonEU.

Ave FTE per Major Registration The number of FTEs typically expected per Major Registrations. Typically this will be very close to 1 for a ‘normal’ undergraduate major but can be quite different where Joint Majors etc. occur School owner only  Is used to calculate the total number of FTEs for the Major and Stage, which will then be used to calculate total gross fee income, and each then split by School.
Average Fee Rate per FTE The average fee rate per FTE (note – not per Registration) as calculated in the base Census and then as modified by the FM.  School owner only

Is used to translate the calculated FTEs to Fee Income, each of which is then split by School.

Will generally reflect the Fee Rate (excluding Levy) but can be affected by grandfathering, cohort pricing, student registration statuses etc.

Where a school owns a Major but receives 0 FTEs – typically a College Office – the factor is not calculated automatically. Such majors can be included in a manual upload if identified in advance, or else can be manually set by the Finance Manager using the Assumptions webform.

Note that the Fee Rate will also be subject to escalation if a % is set for this school and level and if the Calculation Type indicates that escalation is to be applied
