CEPL02 - Ethics, Governance and Trust in Public Life

This short but intensive programme tackles issues that are becoming increasingly pressing in many workplaces and in particular for those working in the public sector. Building upon the issues introduced in our course ‘What does it mean to be a Good Public Servant?’ participants will get the opportunity to step back and reflect on the role of their organisation in public life and to discuss the ethical dimensions of public service, culture, structure, and leadership.

Some of the questions we will consider are:

  • In light of the ever-expanding range of codes and legislation that guide governance in the public sector is there a danger that we will end up with too much focus on rule-based governance?
  • Is a procedural approach to governance the best response to past breaches of trust by public bodies?
  • Can the state deliver democracy in such a way as to ensure that citizens are heard, that power imbalances are minimized and that public trust is restored?
  • This programme explores the issues from the perspective of the public sector employee who is tasked with delivering democracy with openness, transparency and accountability.

Benefits

This programme seeks to raise the level of understanding and analysis of broader issues of values and governance. Our aim is to enhance participants’ ability to identify, analyse and gain clarity about public service values. We also focus on practical, workplace-based ethical problem-solving and conflict resolution.
