CEPL10 - The Ethics of Risk

We investigate from an ethical perspective different approaches to responding to ‘unknown unknowns’, with a particular focus on possible catastrophes, like climate catastrophe.  While many of us just hope for the best, some people advocate use of what is known as the Precautionary Principle, while yet others think that risk analyses are always possible.  Using climate change as a case study, we assess these different strategies.  Particular ethical issues arise when the possibly catastrophic results will be felt by others than those taking the risks.  These are cases of ‘moral hazard’.  We consider whether moral hazard is a technical economic problem or whether it is a social/ethical issue, and we look in particular at cases of moral hazard where the potential harm is to people who don’t yet exist.
