Title: Public Policy and Local Climate Adaptation: A Case Study of Drought Response Strategies in Monduli District, Northern Tanzania
The study will examine how local communities in Monduli District are adapting to increasing drought risks, and how these grassroots strategies can inform national public policy for climate change adaptation. The Maasai pastoral community in Monduli is the central focus of the study, given its prominent role and deep indigenous knowledge, though other local stakeholders (such as neighbouring farming communities, local authorities, and NGOs) are also considered.
The study will employ a mixed-methods case study approach, as it combines field survey data from Monduli with analysis of scholarly studies and reports. The core questions addressed include: What local strategies have proven effective in managing drought-related risks? What institutional or governance factors support or hinder their adoption? And how can public policy be better aligned with these grassroots innovations to enhance resilience? These questions are crucial for bridging the gap between top-down policy frameworks and bottom-up adaptation practices.
Jambo Hamisi Ramadhani, a PhD student in Global Human Development at UCD is the Research &Policy Expert, coordinating research projects and policy works on leadership and sustainable development at the President’s Office-UONGOZI Institute, a government think tank in leadership for sustainable development based in Tanzania. He has strong focus on Global Human Development, Natural Resource Governance and Climate Change in particular. He is part of the government team to the United Nations Convention on Climate Change-Conference of Parties. He is generally a gender sensitive, motivated project manager & development practitioner with IT skills; Social Sciences Graduate (Postgraduate Diploma in Leadership, Master's Degree in Development Studies, Postgraduate Diploma in Poverty Analysis and Bachelor Degree in Development Planning) with over 12 years' work experience that enhanced his multi-tasking, writing, analytical and problem solving, strategic thinking skills as well as interpersonal skills.
