Finance, Remuneration and Asset Management Committee

Established as a standing committee of Governing Authority, the Finance, Remuneration and Asset Management Committee (FRAMC) supervises the financial affairs of the University and advises the Governing Authority on any matter relating to the financial management of the University. Originally, FRAMC's term of office was for the period 01 February 2019 to 31 January 2024 however the Higher Education Authority Act 2022 amended the Universities Act 1997 and the current FRAMC's term will now expire in November 2023.

Terms of reference of Finance, Remuneration and Asset Management Committee:

Purpose

In  accordance with Section 12 of Chapter 5 of Statute 25, it shall be the duty of the Finance Remuneration and Asset Management Committee (FRAMC) to  supervise  the  financial  affairs of  the University and to advise  the  Governing  Authority  on  any  matter  relating  to  the  financial  management of the  University.  

Duties

5.1   It  shall  be  the  duty  of  FRAMC  to  supervise  the  financial  affairs  of  the  University  and  to  advise the  Governing  Authority  on  any  matter  relating  to  the  financial  management  of  the  University.

5.2   It  shall  be  the  duty  of  FRAMC to  keep in  such  form  as  may  be  approved  by  The  Higher  
Education  Authority  all  proper  and  usual  accounts  and  records  of  all  income  received  or  
expenditure  incurred  by  the  University.

5.3   It  shall  be  the  duty  of  the  FRAMC to  monitor human  resources, remuneration  and  pay  policy  
in  the  context  of  the  University’s  strategic  development  plan  and  finances  and  of  national  pay  
agreements  and  policies.

5.4   It  shall  be  the  duty  of  FRAMC  to  consider  and  approve  the  financial  aspects  of  the  acquisition, development,  refurbishment,  sale  or  other  disposal  of  any  land  the  property  of  the  University  
or  its  subsidiaries  as  provided  in  Section  42 of  he Act  and with  a  view  to  best  practice  for  the  
disposal  of  assets,  the  granting  of  access  to or leasing  or  licencing  of  property or infrastructure  for commercial  arrangements  and  the  management  of  significant capital expenditure  proposals within  the maximum  limits  approved  by  Governing  Authority.

5.5   It shall be the duty  of  FRAMC to  oversee the establishment of and monitor the performance of any companies  under  the  control  of  the  University.
